New powers will allow Premier Dan Andrews to impose a state of emergency any time he likes - and Victorians face $90,000 fines or two years in jail if they protest.

Under the legislation, opposition MPs fear the premier could use public health orders to target individuals on age, gender, sexual orientation, political belief, or activity. 

Health minister Martin Foley insisted the new legislation was designed to be transparent, but it was savaged by the opposition as 'an attack on democracy'. 

Under the new bill, the premier will be able to declare a pandemic even if there are no cases, and can extend the state of emergency for three months at a time.  

The sweeping new pandemic laws which were tabled in parliament on Tuesday free the premier from having to get doctors to sign off on public health orders.  

 
 

And the premier would be able to declare a state of emergency and bring in new restrictions on public life whether or not his chief health officer agrees. 

The premier would also make the final call on implementing lockdowns, mask mandates and quarantine requirements. 

Victorians could be fined up to $90,000 or jailed for two years if they breach health orders and knew - 'or should have known' - they were putting others at serious health risk, while companies face fines of up to $455,000.

Legal experts have warned the new bill does not have a sliding scale of crimes and treats all breaches with the same seriousness, raising concerns some could face a jail term for minor breaches like not wearing a mask.

But Mr Foley insisted every incident would be judged for its own seriousness.

'Each case would have to be determined on its merits by an appropriate judicial officer,' he said.

'It is a very high benchmark and it’s for the most egregious and deliberate offences that cause significant public harm.'

The dramatic escalation of the premier's powers came under fire from the state opposition, which branded Mr Andrews 'drunk on power'.

'Victorians are today witnessing the most extreme, dangerous and excessive laws ever brought before our state,' Liberal leader Matthew Guy said. 

 

'Daniel Andrews is attempting to sideline the Victorian chief health officer and grant himself unchecked power.

'Why would the government pass such extreme legislation if they didn't intend to lock us down again?

'This is the most extreme law of its kind anywhere in Australia.

'Placing so much power in the hands of one person, not the cabinet, not the parliament, but in the hands of the premier alone would be unprecedented. 

'We see these laws as an incredible attack on democracy.'  

Mr Andrews dismissed the criticism as 'political games' and insisted the powers were simply those that the opposition had been calling for.  

'In many ways, in terms of scrutiny, oversight, transparency, they are the right set of arrangements,' he said.

'There’s been widespread consultation with experts in many different field.

'It’s important that we learn from the experience, and that we have the best set of arrangements in place for this next phase [of] living with COVID, and for the normalisation of this virus.

'We need specific [pandemic] laws... that will protect us and keep us safe. That was our commitment, and that’s what we have delivered.'

The new process is similar to the ones used in NSW and New Zealand, where the health minister is directly accountable to parliament.

Mr Andrews said Mr Guy repeatedly called for the public health orders to be made by elected officials rather than bureaucrats.

As recently as October 5, Mr Guy said the orders should be 'ticked off by a minister or the premier'.

'This is exactly what the opposition leader asked for. Now apparently it's not the right thing,' Mr Andrews said on Tuesday.

'There's some political game being played here and I just won't get involved in that.'

But Mr Guy denied the laws' similarities with the NSW system and begged Labor MPs and crossbenchers to block the bill in Parliament. 

'We do not support handing over everything, our rights, our liberties, everything to one person to the premier of the state,' he said.

'I know we don’t always agree. I know we’re on different political ideologies, but for goodness sake, stand up and oppose this legislation.

'Whether you are of the parliamentary left or right or centre or whatever, please oppose this legislation. To all MPs, please stand up for Victorians.

'There are sensible members of the Labor Party but to support legislation like this will be unprecedented. 

'Please don’t let your leader unleash this kind of will upon the start. It will be very difficult to wind back.'

THE PREMIER'S NEW POWERS 

Premier can declare a pandemic if he just fears there s the potential of one, and without the agreement of the Chief Health Officer. 

The initial pandemic declaration can only last four weeks at a time but can be extended for up to three months at a time. 

Premier must justify pandemic declaration to parliament and supply the CHO’s advice.

After declaring a pandemic the health minister 'can make any order the Minister believes is reasonably necessary to protect public health.' 

The new laws can detain people, ban gatherings, restrict movement, seal off areas, enforce PPE/masks, demand ID papers and keep records, test and examine people medically in affected areas, and enforce quarantine.

If people refuse to be tested to medically examined, they can be detained longer.

The powers of the pandemic orders are limited only by the Charter of Human Rights and Responsibilities

They can’t be used against individuals but they can be used against specific groups of people.

The laws would then allow people to be targeted by geography, age, gender, race, sex or even sexuality.

Health minister Foley said the laws would allow him to issue health orders based on characteristics such as age, location, vaccination status and occupation.

But he said it was 'conspiratorial nonsense' for the opposition to suggest rules could be enforced based on gender, sexual orientation or political belief.

Chief health officer Brett Sutton also insisted he was not being 'sidelined' by the laws.

'There are expectations that the elected representatives in parliament, the minister in particular and the premier, should have accountability for the final form that public health directions take,' he said.

Professor Sutton will continue to provide health advice to the minister, which under the new laws must be tabled in parliament then made public.

An independent oversight committee will be established to review the public orders and their impact on human rights.

The laws also introduce safeguards around protecting contact tracing and QR code information, while an aggravated offence will be created for people or businesses who 'intentionally or recklessly breach' the rules.

The bill is expected to pass the lower house but in the upper house it will require the backing of three of the 11 crossbenchers.

Animal Justice MP Andy Meddick and Greens leader Samantha Ratnam have indicated they will support the bill, while Reason Party MP Fiona Patten wants to see the 'devil in the detail' before giving it a final 'thumbs up'.

If passed, pandemic-specific laws will replace the current state of emergency, which expires on December 15.

Victoria recorded 1510 new Covid-19 cases and four deaths on Tuesday, bringing the toll from the state's latest outbreak to 234.

There are 24,715 active cases in the state, including 817 in hospital, of which 147 are in intensive care and 88 on a ventilator.

About 90.8 per cent of Victorians aged over 16 have had one Covid-19 vaccine dose while almost 76 per cent are fully vaccinated, paving the way for restrictions to ease further at 6pm on Friday.

(Natural News) The Australian government of the Northern Territories is now using military soldiers and army trucks to forcibly round up indigenous people who have merely been near someone else who tested “positive” for covid. With families being separated at gunpoint, one of the most horrifying predictions we made has now come true: Military / medical martial law where innocent civilians are being rounded up at gunpoint and taken to what are essentially covid concentration camps.

These victims are being forcibly relocated to the Howard Springs quarantine camp in Darwin, Australia. Michael Gunner, the territory chief, admits to the military kidnapping and forced relocation of Australian indigenous people, even disparaging their family structures and implying they are savages because so many members of the community interact with each other like family. From Gunner’s Facebook post:

What’s more concerning is the evidence of substantial mingling between households in Binjari, as well as mingling and back and forth between Binjari and the nearby community of Rockhole, which has about 130 residents.

These communities have very strong personal and family connections. It probably helps to think about them more as one big household rather than a lot of different households.

Gunner also announced that all local residents are now prisoners in their own homes and may not leave for any reason other than “medical treatment,” which means, of course, being injected with the covid-19 vaccine death shot. He claims this is for their own good:

As you know, last night we took urgent action to escalate our response in these communities – immediately implementing a hard lockdown.

That means residents in Binjari and Rockhole no longer have the five reasons to leave their home. They can only leave for medical treatment, in an emergency, or if required by law.

Yes, these are strong measures, but the threat to lives is extreme.

Gunner also confirms that dozens of locals have been rounded up by the military and forcibly taken to the camps:

It’s highly likely that more residents will be transferred to Howard Springs today, either as positive cases or close contacts

We have already identified 38 close contacts from Binjari but that number will go up. Those 38 are being transferred now.

I contacted the Prime Minister last night. We are grateful for the support of about 20 ADF personnel, as well as army trucks to assist with the transfer of positive cases and close contacts – and to support the communities.

We have repeatedly warned the world that military roundups and covid concentration camps would soon be implemented. The complicit mainstream media — guilty of pushing the entire plandemic narrative — derided the claims as a “conspiracy theory.” Now, it seems, all this has become a conspiracy fact.

We are witnessing ethnic cleansing taking place right now in Australia

To summarize what we are witnessing here:

  • Fake PCR tests are used to diagnose people as “positive” for covid.
  • The Australian military then medically kidnaps them at gunpoint, ripping them away from their families.
  • They are taken to relocation / death camps from which there is no escape.
  • All their family members are ordered to be imprisoned in their own homes and not allowed to leave for any reason other than to be injected with more covid death shots.
  • The more people take the covid death shots, the more they spread spike protein in the community, resulting in more PCR “positives.”
  • The cycle repeats.

This is bio-accentuated warfare / ethnic cleansing being carried out in broad daylight by a government that has become a terrorist organization, targeting its own people for mass death and never-ending imprisonment.

Junk science “wastewater” testing for covid allows the government to condemn entire communities… and it’s all based on PCR testing fraud

Furthermore, the government in Australia is using fraudulent PCR testing with wastewatertests (i.e. using sewage samples) to claim entire communities are infested with covid. They are then targeting those communities for family separations and medical kidnapping, no doubt followed by mass executions in the covid death camps. This is a mass extermination event being deliberately carried out by the Australian government as the world watches and does nothing. The UN, the WHO, the United States government… all silent. Complicit.

Witness the ominous language used by Gunner to threaten entire communities based on sewage test results, which are backed by no scientific credibility whatsoever:

Apart from Binjari, there is still positive wastewater in one Katherine catchment, the Bicentennial Road catchment. That’s the area around Acacia Drive, MacFarlane Primary, the Police Station, the industrial area – the area that’s around the highway out of town, East of Katherine. It also includes the Warlpiri Town Camp.

Given we have removed the positive cases identified in that area, it does concern us that we are still getting positive readings there.

That means it’s likely there is still a positive case or cases in that part of Katherine, who have not come forward for testing.

What he’s really saying is that as long as covid fragments test “positive” in the sewage, no one will be allowed to be free in the entire area. And the Australian government will assume that locals are “protecting” someone who is covid positive, hiding them from authorities. Thus, the Australian military labels all these people as some sort of covid fugitives, thereby justifying the mass imprisonment and medical kidnapping / death camps.

This is all being done for a supposed virus that has a 99%+ survival rate. Even worse, the coronavirus fragments that are being detected with PCR tests or in-the-field covid swabs are incredibly common cold virus fragments that can be found in literally any sewage system, anywhere in the world, at any time.

Australia isn’t using “science” to track down infections, they’re using quackery to justify ethnic cleansing.

The Gateway Pundit previously reported on Dr. Mark Hobart being raided in Melbourne, Australia.

Seven authorized officials from Australia’s Department of Health raided Dr. Hobart’s surgery clinic in Sunshine North on Wednesday afternoon and seized confidential patient files, an appointment book, and other documents after he refused to hand them over to the government.

Dr. Bruce Paix, a doctor of 32 years in South Australia is now unemployed due to “vaccine hesitancy.” Like Dr. Hobart, he too has been issuing exemptions for mask/vaccines and is a staunch critic against the COVID vaccine and lockdowns. He was recently visited by the police and threatened that he should stop contacting the MP to voice concerns about the COVID management policies. The police claimed at first that he was there for a random firearms check but it turns out he was there for another reason.

Dr. Paix reached out to Gateway Pundit to share his story and to raise awareness of what is going on in Australia.

Here is the excerpt from the email:

“Given your recent story about the Melbourne GP who has his office raided by the COVID police, I thought my own experience might be of interest. I have also been consulting and issuing a number of ‘mask exemptions’, ‘vaccine exemptions’, and instructions on how to obtain and use veterinary Ivermectin, and expected to be raided similarly also, although have not been so far. I instead had the police come round to my house to threaten me that I might get ‘attention I did not want if I kept criticizing my state MP, who is a senior member of the state government here, hence is part of the administration ‘managing’ COVID here.

The backstory is: I am a senior Dr in the South Australian Government system, having some 32 years in service as both a Rescue Dr and Anaesthesiologist. I also have experience in managing health threats (as a senior military Dr. – indeed I was the Senior Australian Military Dr in the Middle East when MERS was an issue) and hold a first-class honors degree in a public health field, as well as specialist training in Anaesthesia.

In consequence of the above, I have spent hundreds if not thousands of hours educating myself about COVID over the last nearly 2 years. I have concluded that NOTHING about the world’s COVID response template makes sense (including in my own state of South Australia) and indeed is likely harmful. The vaccines in particular have numerous valid safety risks, and knowledge of these is being systematically suppressed by governments, professional bodies, and media. In addition, valuable therapeutic options (Vit D, Ivermectin) are being outlawed in favor of a ‘jab or nothing’ strategy.

I wrote to my State MP, Josh Teague (who then held a senior position, as Speaker in the Parliament) about this a couple of months ago, outlining my concerns, and asking to meet. His office gave me a long series of obfuscations before admitting that Teague would not be going to meet me at all – he simply didn’t want to hear anything that didn’t align with the official ‘Masks, QR codes, lockdowns, jabs’ strategy.

I replied that not meeting me was fine, as I now had a long message trail proving he was aware, and in the fullness of time, I would be happy instead to stand up at the Nuremberg 2 trials and give evidence against him.

His response – he sent the police around to threaten me to pull my head in – as the video file shows.”

Australia has been under siege from China, feeling alone and isolated over the last eighteen months. China has lambasted Australia through its unofficial mouthpiece the Global Times, ministerial contacts have been suspended by China with Australian ministers, and Australian exports to China have been embargoed, ironically benefitted the United States.

Over the last few years, revelations about Chinese interference and manipulation of Australian society and politics have been given massive media attention by the press. China also began a caustic style of what has become known as ‘wolf warrior’ diplomacy. This was backed up with trade sanctions against Australian goods. China, which kept the Australian economy buoyant with the minerals boom during the millennium period, suddenly turned into a perceived adversary, where Australia felt it had to act. 

Australia misread China calling for an inquiry into the origin of Covid-19, receiving retaliation that other countries did not receive. This provides some anecdotal evidence that China is using Australia as a testing ground for its harsh diplomatic approach. Australia fell into China’s trap by trying, to punch above its weigh, using the metaphorical analogy economic historian Lim Teck Ghee painted of recent Australia-China exchanges. 

The cornerstone of Australian defence policy, the Australia-US alliance has blinded policy makers into skewing security options towards the containment strategy pushed by the Biden administration. This cut out other possible defence options that might be much more suitable for Australia, a small power, geographically situated on the fringe of Southeast Asia, with China as the number one trading partner.

This rush to join Biden’s Indo-Pacific containment doctrine is already showing consequences.

Australia’s relationship with France has soured. French President Emmanuel Macron has accused Australia’s prime minister Scott Morrison of lying, and doing irreputable damage to Australia’s reputation around the world. This has reverberated to the UK where France and Britain’s row over fishing rights is escalating. There will be a period of mistrust between Britain and France at a time when Russia is amassing troops along the Ukraine border. With France’s possessions in the Pacific Islands neighbouring Australia, there could possibility be diplomatic issues arising within the Pacific region. US president Joe Biden effectively cast the blame of the AUKUS issue on Australia, which is hardly a confidence boosting action for the US-Australia alliance under the current administration.

Indonesia, Malaysia, and Singapore have reservations over the AUKUS agreement. Indonesia controls the waters Australian submarines must navigate through to reach the South China Sea. Malaysia’s prime minister Ismail Sabri Yakoob has not welcomed the deal, while Singapore has reluctantly accepted it. Australia’s decision to acquire nuclear submarines will definitely influence Indonesia to upgrade its military, and even consider the acquisition of nuclear weapons, as it has said. Even New Zealand’s prime minister Jacinda Ardern has expressed her government’s displease over Australia’s decision to acquire a nuclear submarine fleet.

One would expect members of the Chinese United Front within the Chinese diaspora to further destabilize Australian society. Further espionage will go on surveying Australian defence facilities, and even within Australia’s security organizations.  China has this capability, where Australian authorities have tended to be silent on this weakness.

Australia’s defence strategy has turned into a costly delusion.

The AUKUS agreement signed between Australia, the United Kingdom, and the United States in September is nothing more than a sharing of nuclear submarine technology, artificial intelligence, cyber warfare, and long-range strike capabilities has nothing immediately tangible for Australia’s defence. Currently the agreement is about intentions.  

At this stage there is very little detail about the actualities of AUKUS. The Australian subs will take more than a decade to go online into service. By this time the whole strategic situation might be completely different. Any issue concerning Taiwan’s security may well occur long before Australia even sees a single submarine. What more, the situation in China is currently volatile, with challenges to Premier Xi Jinping’s authority and vision of China. This makes China a big unknown, and in the short- term Australia joining countries aiming to contain China, may be very counterproductive to Australia’s strategic interests.

AUKUS is more a regeneration of the old ANZUS agreement with the UK taking New Zealand’s place. If the US and UK use Australian as a base and staging ground for a nuclear submarine fleet, Australia will just be more vulnerable to a nuclear attack from China in the event of a superpower crisis. This is the opposite to what Australia should want.

Even if Australia is able to buy, lease or build nuclear powered submarines quickly, without strategic nuclear weapons on board, these platforms will not be strategic deterrents for potential enemies. At best Australia’s nuclear submarines will only be tactical platforms for conventional weapons. They may not be suitable for deployment around the shallow waters off Australia’s coastline to defend the country against any future military threat.

The strategic alliance Australia just signed with ASEAN has little to do with security. ASEAN is not a defense pact, and has differing member views on China. ASEAN members have mutually coexisted with China for more than a thousand years. ASEAN is in effect a neutral party which sees superpower coexistence in the South China Sea as desirable. During the recent ASEAN Summit in Brunei, the bloc also signed strategic alliances with the United States, China and Russia. ASEAN is scheduled to have a special summit with China in November to bring their multilateral relationship up one more tier.

Australia’s participation in the Quadrilateral Security Cooperation Agreement or QUAD, is an organization that former prime minister Howard saw as a platform for Australia to play a key role along with the US in the region. Canberra at the time had the view of being the US deputy sheriff, running on from the war on terror era. However, the QUAD itself has changed with the QUAD plus, and one of the cornerstone countries in the so called frontline, South Korea has been very reluctant to fully commit to the US containment view of the region. There are strong opinions from political analysts that the QUAD’s role in the region may be more provocative than stabilizing on peace.

Australia cannot afford to develop an offensive armory. This will leave the Australian continent poorly defended. Australia needs strategic bombers, tactical fighters, submarines that are agile in shallow waters to defend Australia. A small number of nuclear warheads will send the message that Australia, although a small military country, would be very costly to engage.

The Biden-Johnson axis pressured the Morrison government to commit to net-zero carbon emissions by 2050 for the United Nations Climate Change Conference in Glasgow. This severely strained the cohesiveness of the Liberal National Party coalition, and may even cost Morrison the election when it is due next year. Morrison’s reputation after AUKUS and his reversal on climate change policy has done him a lot of personal damage for a conference that couldn’t come to any firm agreement.

Unfortunately, most of the analysts and academics Canberra listen to have given AUKUS hawkish approval.

This means that eventually, every Australian may feel the pain in some way or another. Since the announcement of AUKUS, Australia has increased its breath of strained relations with other nations.

Australia has 20,000 kilometers of coastline that needs protection. This should be Scott Morrison’s number one priority, not being an appendix to the US vision of containment. Australia has other potential threats much closer to home.

A survey by the Alvara Research Centre in October 2017 of 4,200 students at 25 universities, indicated that 20% supported an Islamic Caliphate in Indonesia, and 30% were prepared to wage jihad in some form. This number is growing rapidly, and the influence of fundamental and radicalized Islam on Indonesian society and politics has been grossly under-estimated by Australian analysts. This threat must be taken seriously and prepared for, if one day in the near future Australia shared a border with an Islamic Caliphate. Local government in many regions within Indonesia are already introducing very strict Syariah laws.

Its time for Australia to deeply reflect upon its own geo-position in the world rather than the views from the other side of the world. Until Australia does this, it will not be an independent country.

Even if Australia is able to buy, lease or build nuclear powered submarines quickly, without strategic nuclear weapons on board, these platforms will not be strategic deterrents for potential enemies. At best Australia’s nuclear submarines will only be tactical platforms for conventional weapons. They may not be suitable for deployment around the shallow waters off Australia’s coastline to defend the country against any future military threat.

The strategic alliance Australia just signed with ASEAN has little to do with security. ASEAN is not a defense pact, and has differing member views on China. ASEAN members have mutually coexisted with China for more than a thousand years. ASEAN is in effect a neutral party which sees superpower coexistence in the South China Sea as desirable. During the recent ASEAN Summit in Brunei, the bloc also signed strategic alliances with the United States, China and Russia. ASEAN is scheduled to have a special summit with China in November to bring their multilateral relationship up one more tier.

Australia’s participation in the Quadrilateral Security Cooperation Agreement or QUAD, is an organization that former prime minister Howard saw as a platform for Australia to play a key role along with the US in the region. Canberra at the time had the view of being the US deputy sheriff, running on from the war on terror era. However, the QUAD itself has changed with the QUAD plus, and one of the cornerstone countries in the so called frontline, South Korea has been very reluctant to fully commit to the US containment view of the region. There are strong opinions from political analysts that the QUAD’s role in the region may be more provocative than stabilizing on peace.

Australia cannot afford to develop an offensive armory. This will leave the Australian continent poorly defended. Australia needs strategic bombers, tactical fighters, submarines that are agile in shallow waters to defend Australia. A small number of nuclear warheads will send the message that Australia, although a small military country, would be very costly to engage.

The official reactions to the announcement of the Australian-British-US pact (AUKUS) are only about the termination of the Australian-French arms contract. As terrible as this is for the shipyards, it is only a collateral consequence of a reversal of alliances aimed at preparing for a war against China.

President Biden, equal to himself, could not remember Scott Morrison’s first name when he staged the AUKUS pact.

The announcement of the Australian-British-US (A-UK-US) pact [1] was like an earthquake in the Indo-Pacific region.

There is no doubt that Washington is preparing for a long-term military confrontation with China.

Until now, the Western deployment to contain China politically and militarily has involved the United States and the United Kingdom as well as France and Germany. Today, the Europeans are left out. And tomorrow the area will be controlled by the Quad+ (US and UK, plus Australia, India and Japan). Washington is preparing a war in one or two decades.

While France and Germany have not been consulted on this strategy, nor even warned of its public announcement (but other countries had been warned, such as Indonesia), the new device should be staged next week in Washington.

While it is logical that London and Washington should rely on Camberra rather than Paris, since Australia is a member of the "Five Eyes" with which France is just associated, the entry into the game of Japan and especially India puts an end to a long period of uncertainty. More troubling is the role assigned to Germany, which could join the "Five Eyes" [2], but not the Quad, i.e. spying on telecommunications, but not military action.

ALLIANCES SHAKEN UP

This new situation forces each alliance to reposition itself.

The A-NZ-US, which linked Australia, New Zealand and the United States, has not been in operation since 1985 and has been definitively buried. New Zealand had affirmed its policy of nuclear disarmament and consequently refused entry to its ports to nuclear-armed or nuclear-powered ships. Since the Pentagon refuses to reveal these "details", no US warship has entered the country. Future Australian submarines will also be banned.

For the moment, the European Union has not reacted. Commission President Ursula von der Leyen, who was giving a state of the Union address [3] on the same day the AUKUS pact was announced, is paralyzed. She was talking about her new strategy in the Indo-Pacific area, while the Brexit Brits were pulling the rug out from under her. Not only is the European Union not a military power, but those of its members who are, will no longer have a say.

NATO is silent. It had ambitions to expand in the Indo-Pacific and understands that it will not be part of the game.

ASEAN has not reacted either, but the Indonesians who host its general secretariat have already expressed their disappointment. The Association of Southeast Asian Nations was conceived during the Cold War like ANZUS or the EU to contain the communist bloc, but it evolved afterwards. Unlike the EU, which has become a supra-national bureaucracy, ASEAN, influenced by the ideology of the Non-Aligned Movement, aspires to form a vast free trade area that includes China. Without delay, many Indonesian intellectuals have denounced the torpedoing of this dream of peace by the AUKUS.

China and Russia, the main enemies designated by the Anglo-Saxons, have not yet reacted. Unlike the West, they never communicate about their intentions, but only about the decisions they have already taken and implemented. Speaking for itself, China has expressed indignation at the Anglo-Saxon mentality of forming the broadest and most powerful alliances possible without regard to the intricacies of each player. This is not a communication trick: the Chinese consider everyone as an equal with their own particularities. For example, when President Xi went to meet European leaders, he spent more time in Monaco than in some EU countries. Putting its money where its mouth is, the day after the AUKS announcement, China formally applied to join the Comprehensive and Progressive Agreement on Trans-Pacific Partnership (CPTPP), the successor organization to President Obama’s proposed Trans-Pacific Partnership. The coincidence of the two events is officially purely fortuitious. In practice, Beijing is offering economic exchanges to all, while Washington is offering war.

THE NUCLEAR SPECTRE

Until now, and probably still today, the United States considers that having nuclear-powered ships opens the way quickly to the construction of atomic bombs. This is why it has only offered nuclear propulsion technology to its British ally. Therefore - and whatever the Australians say - building nuclear-powered submarines prepares Australia for entry into the club of atomic powers. The war against China will be a nuclear war. [4]

From this point of view, Japan’s entry into the Quad after the traumas of Hiroshima and Nagasaki is an achievement.

Until now, only the five permanent members of the United Nations Security Council had nuclear-powered submarines. India has become the sixth and Australia is expected to be the seventh.

Since the United States can no longer maintain its rhetoric of dual-use nuclear technology, it can no longer claim that Iranian nuclear research is for military purposes. This should pave the way for open cooperation between Washington and Tehran, which Israel immediately anticipated [5].

THE DOWNGRADING OF THE EUROPEANS

The first loser in this new architecture is France. It has lost its status as a global power, although it still retains its permanent seat on the United Nations Security Council.

The decline of Paris was foreseeable since its armies were placed under U.S. command within NATO’s Integrated Command in 2009. Today, they are no longer able to defend the entire French territory, but send expeditionary forces to defend US interests in Africa. Indeed, the United States has still not managed to deploy AfriCom on the black continent, so it uses French ground troops, which it supports with its air surveillance system.

Paris reacted... by canceling a gala event at its embassy in the United States. The Quai d’Orsay asked the State Department for urgent explanations in the hours preceding the AUKUS announcement. In the end, it considered that Australia had knowingly hidden this project from it, which was instigated by the United States. He therefore recalled his ambassadors in Canberra and Washington. France decided to communicate about the contract of the century cancelled by the Australians. This $90 billion agreement is not much compared to what is at stake and what it has lost.

Paris is all the more stunned because it had thought it had established a privileged relationship with London. Secret negotiations were under way to move the base of the British nuclear-powered submarines (Trident) to France in the event of Scotland’s secession from the United Kingdom [6].

France can take comfort in the fact that its downgrading is taking place in the context of the more general downgrading of all Europeans. The fact that Germany may eventually fare less badly is incidental: Berlin is only allowed to be an economic power and never since the Second World War to be a global political power.

France is not only a European metropolis. It is also a constellation of territories all over the world that gives it the second largest maritime domain in the world (after the United States). In the Indo-Pacific region, it has the departments of Reunion and Mayotte, the communities of New Caledonia and French Polynesia, the territory of Wallis and Futuna, the French Southern and Antarctic Lands (TAAF). All of this is inhabited by 1.6 million French nationals.

France is therefore a power in the Indo-Pacific. As such, it has offered to help its European Union partners, which it has taken care to place outside the US-China strategic rivalry. It is a member of the Indian Ocean Commission, participates in the ASEAN Defense Ministers’ summits, in its police and intelligence coordination (ASEANAPOL) and should soon join the Regional Cooperation Against Piracy (RECAAP). Ultimately, France, which is to assume the presidency of the European Council during the first half of 2022, planned to make use of its roots in the Indo-Pacific as one of the European Union’s challenges.

Since 2015, the Chinese army has been training to take the presidential palace in Taiwan, of which it has built a replica.

TAIWAN, THE BONE OF CONTENTION

Everyone knows that the Pacific islets claimed by China will not be the object of a future war. This is because none of the other countries claiming them want this and history has proven Beijing’s claims right. It is quite different for Taiwan.

We remember that Mao Tse-tung achieved the unity of China by defeating one after the other all the warlords who had divided its territory. He also recaptured Tibet, which had seceded and allied itself with Chiang Kai-shek and the West. But he failed with Formosa where Chiang settled. His regime evolved. It went from a ruthless dictatorship to a certain democracy, Taiwan.

The AUKUS Pact seems to be designed to come to Taiwan’s aid if China tried to take it back by force. General Sir James Hockenhull, commander of Her Majesty’s Military Intelligence, confirmed that British armies were recruiting Asian agents. The former Prime Minister, Theresa May, has thrown in the towel by asking the Commons whether or not the pact would go to war if China tried to reclaim Taiwan.

Theresa May asked in the Commons: did we not think we were making a good deal on the back of the French without realizing that we were committing ourselves to war with China?

The G7 summit in Carbis Bay in June had seen Japan impose its unwavering support on Taiwan. But it was during this summit that Joe Biden, Scott Morrison and Boris Johnson sealed the principle of their pact behind the scenes.

To answer Theresa May’s question, we would need to have the text of this pact in its entirety, including its secret annexes, if there are any. At the moment, however, we do not even have a piece of paper. We have to make do with press releases.

The most we know is that the AUKUS is about a very broad cooperation in the field of armaments. The aim is not only to provide Australia with nuclear-powered submarines, but also to equip it with Tomahawks and Hornet missiles, and to involve it in research into hypersonic missiles (capable of competing with Russian nuclear missiles).
